The origin of Zhao yusen's proposal in the third session of the 13th national committee of the Chinese people's political consultative conference (CPPCC) which was held on May 21, 2020, is the statement made by Zhao yusen who was on behalf of Heilongjiang democratic league, China, on January 15, 2020.

The aim of the statement is to appeal to the public to seize the opportunity of industrial hemp and make the industrial hemp as a pillar industry that could support the local government's fiscal revenue. The content of the original proposal is as following:
With the gradual recognition of its application in international medicine and health care, industrial hemp and related industries have a promising space for development. Heilongjiang province is located in the most suitable latitude for the growth of industrial hemp, and the land is flat and fertile, which is conducive to large-scale, mechanized, and standardized cultivation.

Researchers found that toxic soil spurred higher CBD production in hemp plants, without tainting the flower.

Now some investors aim at the opportunity and are eager to invest in our province. We should take the opportunity to promote the high-quality development of the industrial hemp and make it a pillar industry for the revitalization and development of the local economy. It is urgent to solve the following problems:
Firstly, we will implement a licensing system and carry out whole-process management over the production, processing, and marketing of industrial hemp. At present, only our province and Yunnan have passed local legislation to allow the cultivation of industrial hemp, and the natural conditions of our region are better than Yunnan. The joint conference system of industrial hemp should be established based on the practice of Yunnan province. Imitating the licensing system for the production and operation of industrial hemp should be implemented.

Secondly, make a clear plan to ensure industrial hemp development. We will formulate strategies for the long-term development of the industry, make definite plans for particular planting areas for industrial hemp, accelerate the selection and breeding of new types, and realize integrated management of seed breeding, reproduction, and planting. We need to strengthen the research and development of industrial hemp cultivation machinery, and solve the problem of supporting machinery for planting and harvesting. We will give priority to the study of new varieties of high fiber, high oil and top protein seeds, and flower and leaf varieties for medicine. We will carry out comprehensive utilization, series development, and multi-level value-added of hemp bark, stem core, and flower and leaf varieties. We will set up an industrial hemp testing center, formulate testing procedures and technical regulations, and raise the level of standardized production.

The third is to highlight the development and utilization of medicinal industrial hemp. In combination with the construction of 100 major projects, we will actively introduce strategic investors, develop the extraction and processing of therapeutic CBD, and implement the closed-loop management of the whole industrial chain. We will support the development of new products for medical use, functional food, and health care products, and continuously improve the efficiency of the industry.

Fourth, we will increase policy and financial support. The government should innovate the fund participation mechanism and fully attract social capital to set up the industrial hemp industry development fund jointly. Within the existing framework and funding channels, specific policy support will be given to planting, cultivation of high-quality varieties, development of agricultural machinery and equipment, development of high-end products and vital technological breakthroughs, and preferential policies will be given to critical industrial hemp industrial projects and product market development.

The industrial hemp should be subsidized according to the corn planting subsidy policy, and the unique production machinery of industrial hemp should be included in the agricultural machinery subsidy catalog. In particular, individual plans should be sought from the state to allow enterprises and research institutions to apply CBD or other non-toxic industrial hemp extracts to the research, development, and pilot production of drugs, healthy food, and cosmetics in Heilongjiang province.
