The north of China is suitable for the growth of industrial hemp, and there are locational advantages in the development of industrial hemp. In recent years, with the deepening of agricultural supply-side structural reform, industrial hemp has gradually become an advantageous industry for the adjustment of regional agrarian structure and the increase of farmers’ income.
However, there are still some problems in industrial hemp production and processing, such as low coverage of fine seeds, non-standard cultivation techniques, lack of special production machinery, insufficient processing capacity, and lag in the research of critical technologies. Strengthen Scientific And Technological Innovation.
We will comprehensively strengthen scientific and technological innovation. We will speed up the selection and breeding of new varieties, actively introduce foreign innovative germplasm resources, improve the breeding capacity of high-quality varieties of industrial hemp in China, cultivate high-quality types suitable for cultivation in China for fiber, medicine, and seed, expand the scope of demonstration cultivation of high-quality varieties in China, and intensify efforts to popularize and popularize them.
We will strengthen the research and development of farming machinery, and comprehensively and systematically develop a series of agricultural machinery equipment suitable for planting and processing, to realize whole-process mechanization in all aspects of farming, planting, and harvesting comprehensively improve efficiency and reduce costs. Improve the degumming technology of fiber, explore and popularize the degumming technology of rain and dew with low price, no pollution, high yield, and excellent quality.

Support The Development Of Medicinal Industrial Hemp
We will support the development of medicinal industrial hemp. Marijuana has a long history as a drug, dating back thousands of years. However, currently, China’s industrial hemp is mainly used for fiber, and the pharmaceutical processing industry has not yet been formed. The breeding, cultivation, processing, and extraction of medicinal hemp active ingredients are still in the initial stage.
CBD’s content of the Chinese industrial hemp is low. CBD’s content in the two varieties identified in the Heilongjiang province is only 1-1.3%, while the content of CBD in the international community is generally 5-6%. And there is no perfect regulation and system support for medicinal planting technology. As a result, CBD extraction costs are high, economic benefits are weak, and there is a lack of competitiveness in the international market.
