On December 17, on the eve of the 2019 International Electronic Cigarette Annual Conference, the representatives of the Electronic Cigarette Merchants Association from 7 countries including China, the United States, the United Kingdom, Germany, Malaysia, South Korea, and Indonesia unanimously agreed to establish the World Electronic Cigarette Union Preparatory Committee. Liu Yufeng, the full-time vice chairman of the China Electronic Chamber of Commerce, said that the establishment of the preparatory committee will accelerate the co-construction of the International Electronic Cigarette Industry Cooperation Organization, promote the establishment of an international standard system for electronic cigarettes, promote trade facilitation, and international quality certification.
The preparatory meeting of the World E-cigarette Alliance is chaired by Lin Hanzhong, assistant secretary-general of the China Electronic Chamber of Commerce and vice-chairman of the E-cigarette Committee. In the future, the alliance will organize research and recommendations on national regulatory policies, research and exchange on industry technology trends, e-cigarette health and safety, clinical trial data sharing, Intellectual property protection, international trade circulation cooperation, international e-cigarette exhibition layout cooperation, and other issues have been carried out in-depth cooperation.

At the conference, Ao Weinuo, Secretary-General of the Electronic Cigarette Industry Committee of the China Electronic Chamber of Commerce, reported on the 2019 global e-cigarette industry summary and the 2020 work plan.
In 2019, global e-cigarette sales (excluding heating and non-combustion) totaled USD 33 billion, an increase of 106.25% compared to the USD 16 billion in 2018 and an increase of 14 times compared to the USD 2.2 billion in 2012. China’s e-cigarette exports in 2019 were USD 6.26 billion, a year-on-year increase of 52.6%; domestic sales reached USD 1.61 billion, an increase of 175% year-on-year.
It is reported that from 2016 to 2018, the total sales of Chinese e-cigarette private enterprises were RMB 65.14 billion, of which total exports were RMB 52.09 billion and total domestic sales were RMB 13.06 billion. The year-on-year growth rate of exports was 89.5%.
According to the data provided by the Electronic Cigarette Industry Committee of the China Electronic Chamber of Commerce, as of November 2019, there were 28,642 global e-cigarette patents, an increase of 2663 over 2018; of which 2,506 were in China, accounting for 87.3%. The industry market size is USD 7.87 billion. As of November 2019, there are more than 51 high-tech enterprises in China’s e-cigarette countries, involving more than 100 supply chains. The upstream market has good opportunities. It can provide customers with continuous technological innovation and collaborative research and development. In order to strengthen the control of product quality, the China Electronic Chamber of Commerce and e-cigarette member companies initiated the establishment of the “China Electronic Chamber of Commerce’s Electronic Cigarette Product Quality Testing Center”. Wang Ning, president of the China Electronic Chamber of Commerce, pointed out at the conclusion of the conference that the China Electronic Chamber of Commerce took the lead in setting up an electronic cigarette product quality inspection center.
